William Meyer said that he must therefore, on behalf
of His Majesty's Government, absolutely oppose the
solution proposed by Dr. Hamilton Wright being regarded
as even an open question.
The Russian Delegate, following, expressed his
concurrence in this view, and said that his instruc-
tions would not permit his taking further part in the
discussions should the condition on which His
Majesty's Government had entered the Conference be set
aside.

raise the matter again by a Resolution proposing
