William Meyer said that he must therefore, on behalf

of His Majesty's Government, absolutely oppose the

solution proposed by Dr. Hamilton Wright being regarded

as even an open question.

The Russian Delegate, following, expressed his

concurrence in this view, and said that his instruc-

tions would not permit his taking further part in the

discussions should the condition on which His

Majesty's Government had entered the Conference be set

aside.

On a division the American proposal was negatived

by ten votes to one, the Delegations of China and

Persia, which usually follow America when a vote is

called, taking the other side in this instance.

Hamilton Wright thereupon announced that he would

raise the matter again by a Resolution proposing

direct action by the full Conference, and a copy of

this resolution, which we enclose, has just been for-

warded to us. We propose, when it comes up for dis-

cussion, to state that the objections raised to the

previous resolution apply, of course, equally to the

present one, and that we shall regard its adoption ac

fatal to the work of the Conference and to the

condition
